Does the Blue Echostone actually have cast speed awakenings?

Wanting to make sure, does anyone actually have (or had) a blue echostone with the cast speed awakening? And is anyone sure that it only goes up to level 3 at 1.5% each? This would mean it's considerably worse than anything you can get using reforges, and that seems a bit off for something that seems quite rare.

I've had one before. It also stacks with the Casting Speed reforge on Wands/Staves, which is why it doesn't go very high.
