Does it increase Movement Speed or Attack Speed? Does it work without the cloak effect?

Master title only increases the movement speed. As soon as the cloak wears off (either after the full duration or manually deactivating it by launching a tornado) the movement speed stops as well.

From what I'm seeing in game and on the wiki the Training Requirements dont match and I want to ask if anyone else is getting this.

For each use I'm getting .80 instead of .05

Yeah, just fill em in. We have the japanese requirements listed instead of NA.

Just to say, I edited rank 1 to show what it truly requires.. I remember 800 tornadoes on rank 2 but not the number of uses so.. I suppose I'll just leave it blank xD; it seems they edited the experience gained in some cases as well anyway.~

I've gone through and changed all of the training reqs from rN-1. The out of date tag can be removed now.
